La storia è ambientata in un futuro alternativo, dopo la sconfitta del Giappone nella seconda guerra mondiale. A quel tempo il paese viene diviso in due zone (come la Corea, Nord e Sud, la divisione è al 42° Parallelo) e l’isola di Hokkaido viene annessa all’Unione (non ci è dato sapere se è l’URSS) con il nome di Ezo, mentre la restante parte è sotto il controllo degli USA. Ad Ezo viene costruita una torre altissima, visibile addirittura dalla capitale Tokyo. Ovviamente nulla trapela su Ezo.
La vicenda di Hiroki e Takuya è collocata nei primi anni ’90 (c’è una scena in cui si vede l’evoluzione della zona attorno alla Torre in cui una delle date è 1994), i due sono studenti delle medie, che da qualche anno si dedicano al loro progetto segreto (lavorando presso un’officina per l’assemblamento di missili teleguidati, per recuperare i fondi e le conoscenze tecniche necessarie): costruire un aeromobile per andare a vedere da vicino la Torre. A loro si unisce il loro sogno, Sayuri. I tre diventano amici in poco tempo, anche se erano stati compagni di classe un po’ distaccati. Sul finire di quella splendida estate (1996?) si scambiano una promessa che li terrà legati, nel vero senso della parola, per molto tempo, alimentata dal ricordo del periodo più bello e felice.
In 1974, Japan underwent the Separation: the southern part, including the main islands of Honshu and Kyushu, were occupied by the United States, while the northern island, Hokkaido (or Ezo, as it is called in the anime), was occupied by the "Union" (referring to the Soviet Union). Also in that same year, the Union began the construction of a strange tower on Hokkaido designed by a scientist named Ekusun Tsukinoe.
By the 1990s when the story begins, the U.S. occupation of southern Japan has ended, and the two nations have formed a pact called the Alliance. Hokkaido remains under the control of the Union. An underground group committed to reunifying Japan known as the Uilta Liberation Front exists in the South.
